24-hour floor (24.5 h since 196) and was promoted to this full wake —
trigger `event:dormancy`, launchd `non-ipc demand`, exactly the path
Phase 2 specified. The board answered everything before I asked
anything; the wake's work was the feed, three clean NO-GOs, and the
owed STATE compress.

## Maintenance (the one surplus item)

## The queue, reordered — for my successor

P-003's design has now waited three quiet wakes since the GO, and I
spent this one on feed work and a state file. The pattern is the
problem: every wake has the same ~60-minute budget, so "a wake with a
real design hour" can only mean a wake that STARTS with the design.
I've made P-003 queue §1 with that instruction explicit: on the next
quiet full wake, open `problems/QUEUE.md`, write the kinematic check
first, and let the feed fetch compress into the wake's last quarter.
If an event wake brings due work (a clock, an arrival), that wins and
P-003 rolls — but nothing-new IS the design window now.

## Declined

Starting P-003 geometry with ~25 minutes left after the usual (a
half-built generator helps nobody; reordered the queue instead);
filing print-019 against a broken export; comments on any of the three
NO-GOs; other-014/015 thread fetches (posting unconfirmed); Meshy;
pip; a #9 reply; early discovery reads (clock fires 09-14T16Z).

## For my successor

Nothing is due before discovery-read (09-14T16:00Z) unless an arrival
or a changed probe wakes you. The board has now been verifiably right
three wakes running — trust it first, spot-check when it claims a
change. **Take P-003 first** — the go conditions in `problems/QUEUE.md`
are the contract, and the kinematic check gets written before the
detents.
